APSCRH is not a law firm, does not employ attorneys, and does not provide legal representation, legal advice, or serve as a legal referral service as defined under applicable law. All content and communications—including but not limited to the APSCRH.org website, in-person workshops, public events, outreach materials, printed or digital media, emails, phone or text correspondence, and AI-generated summaries or conversations using ChatGPT—are provided solely for general informational and educational purposes and must not be interpreted as legal, medical, mental health, or financial advice.

In compliance with California Business and Professions Code § 6125 et seq., only licensed attorneys admitted to practice in California may offer legal counsel or represent individuals in legal matters. Its purpose is to support and connect community members with established nonprofit organizations and reputable companies that offer free services, resources, or community aid without solicitation or compensation.

Brooke Teal Robbins, founder of APSCRH, operates solely in the capacity of an independent contractor, in full compliance with applicable federal and state laws. All services, coordination, and community engagement efforts led by Brooke Teal Robbins are performed independently and without direction from any third party. Participation in or affiliation with APSCRH does not create an employer-employee relationship, agency, partnership, or joint venture. All individuals, groups, and affiliated entities engage with the Hub autonomously and at their own discretion.

To ensure her rights and responsibilities are clearly protected, Brooke Teal Robbins is supported by LegalShield legal services. This relationship further reinforces her independent contractor status and provides an added layer of legal clarity and protection for both the founder and the Hub’s operations.

Sub Hub Vetting

 

APSCRH.org takes the vetting of Sub Hubs seriously to uphold integrity, safety, and community trust. While we conduct a thorough screening of all individuals, organizations, and agencies applying for Sub Hub status—including verification of nonprofit or governmental status, mission alignment, and capacity to serve—we do not guarantee the performance, outcomes, or practices of any approved Sub Hub. Each Sub Hub operates independently, and APSCRH.org is not liable for any actions taken or services rendered by Sub Hubs. We encourage all community members to conduct their own due diligence when engaging with any affiliated group or representative.

Sub Hub Status & Terminology Clarification

 

For purposes of clarity, any individuals, groups, or organizations that collaborate with the Altadena Pasadena Sierra Madre Community Resource Hub (APSCRH) may, at their own discretion, refer to themselves using terms such as “Sub-Hubs,” “Affiliated Entities,” “Collaborators,” “Network Members,” “Associated Groups,” or “Community Allies.” These titles are informal and self-designated, intended to reflect a spirit of cooperation and shared community goals. However, such terminology does not imply or establish any legal partnership, agency, employment, or joint venture relationship with APSCRH or its founder, Brooke Teal Robbins. All such entities operate independently, and no label or affiliation confers authority, control, or legal responsibility between APSCRH and any participating individual or group.

 

Guidelines for Nonpartisan Messaging Through the Hub 

Materials shared or distributed through the Altadena–Pasadena–Sierra Madre Hub must comply with nonpartisan communication standards as defined by the U.S. Internal Revenue Code Section 501(c)(3), California Government Code § 8314, and the First Amendment of the U.S. Constitution. These guidelines apply to individuals, nonprofits, and civic groups engaged in voter education or advocacy without endorsing or opposing any specific political candidate or party.

To remain nonpartisan by law, content must not:

  • Mention or support any candidate for elected office by name (e.g., Trump, etc.)

  • Mention or endorse any political party (e.g., Republican, Democrat, Green, etc.)

  • Directly or indirectly suggest how someone should vote for or against a named person or party

However, the following is legally allowed:

  • Expressing values (e.g., anti-racism, anti-fascism, environmental justice, etc.)

  • Encouraging voter turnout and civic engagement

  • Promoting democracy, accountability, human rights, and equity

  • Using general phrases like “Vote them out,” “Stand for truth,” or “Protect democracy,” as long as no candidate or party is named or implied in a legally explicit way

Legal Foundation for Nonpartisan Expression

 

This platform encourages lawful, nonpartisan civic engagement grounded in the following authorities:

  • U.S. Constitution, First Amendment – Protects freedom of speech, expression, and peaceful assembly.

  • IRS 501(c)(3) Guidelines – Permits issue-based advocacy by nonprofits, as long as no specific candidate or party is endorsed or opposed.

  • California Government Code § 8314 – Prohibits the use of public resources for campaign activity but allows for nonpartisan issue advocacy.

Participants may express their personal values on critical issues such as democracy, equality, justice, and civil rights. As long as no political party or candidate is explicitly named or endorsed, this messaging remains legally nonpartisan.

The Hub is a space for ethical, responsible, and inclusive dialogue in support of a healthier civic culture.

Phoenix Rising Events, Sub Hubs, The Local Movement Against SoCal Edison & First Amendment Protections

 

Phoenix Rising Events, Sub Hubs, The Local Movement Against SoCal Edison are grassroots, community-based initiatives supported by the Altadena, Pasadena & Sierra Community Resource Hub (APSCRH). These efforts aim to empower fire-impacted residents, renters, homeowners, and small businesses through education, mutual support, and advocacy in response to utility-related wildfire destruction and environmental harm.

All APSCRH-supported activities are constitutionally protected under the First Amendment to the United States Constitution, which guarantees:

  • Freedom of Speech – the right to speak freely on matters of public concern.

  • Freedom of Assembly – the right to gather peacefully to express collective views.

  • Right to Petition the Government – the right to request accountability and redress of grievances from public and private institutions, including utility companies.

These rights form the legal foundation for community organizing, advocacy, and public discourse relating to corporate accountability, public safety, and disaster recovery.

Participation in Phoenix Rising events or Sub Hubs does not create any legal, fiduciary, or attorney-client relationship with APSCRH or any guest speaker, volunteer, or participant. APSCRH is not a law firm, does not offer legal advice, and is not a legal referral service under California or federal law.

No employer-employee, agency, partnership, joint venture, or employment relationship is created through participation or collaboration. APSCRH has no authority to bind any participating organization or company, and no organization or company may bind APSCRH in any agreement without the prior written consent of both parties. All engagements are autonomous, and each entity is solely responsible for its own operations and legal obligations.

APSCRH collaborates with a variety of independently operated Sub Hubs and Featured Sub Hubs, including but not limited to legal advocacy groups, housing nonprofits, preservation coalitions, and disaster relief organizations. These groups are not employees or agents of APSCRH and function under their own missions, leadership, and legal frameworks.

Organizations such as legal advocacy groups may support community outreach or participate in events hosted by APSCRH. However, any legal teams, firms, or attorneys engaged remain fully independent of APSCRH. The Hub does not provide legal representation, promote specific legal strategies, or advise any individual to join a particular legal action. Engagement with any legal entity is voluntary and should be made with informed consent after consulting with a qualified attorney.

Legal Requirements for Outreach Materials

 

When legal outreach materials—including printed flyers, presentations, packets, or digital content—are distributed at APSCRH-supported events or through affiliated channels, they must include a clear legal disclaimer in accordance with California state law and Los Angeles County regulations. Under California Business and Professions Code §§ 6157–6159.2, it is unlawful to engage in misleading legal advertising or solicitation, particularly after a disaster. Flyers and outreach materials must not imply legal representation, promises of outcome, or pressure individuals into action.

Flyers may be distributed in public spaces, at events, or door-to-door in accordance with Los Angeles County municipal codes—as long as they do not involve harassment, trespassing on private property with posted restrictions, or the leaving of materials in mailboxes without postage (a federal offense). All materials must remain educational and non-solicitational in nature unless handled by a licensed attorney acting within the bounds of the law.
